stop something stealing focus

I have a TCL program that periodically pops up from being minimised.
At some point in my fiddling with settings I managed to set it (or a
default somewhere ) to steal focus when it pops up.  So instead of
just going black in the taskbar and waiting for me, I am torn away
from what I'm doing to deal with it.

What do I set that it doesn't do that?  It never used to....
