apt-get intstall somepkg
emerge somepkg
Do something, because Kpackage is just not cutting it for you.
It's a command line try it out and I'm sure your like it.

Just to make sure: can you ping localhost?
Or ping 127.0.0.1?
Anyhow, since you can't even SSH connect locally when you try manually I
suspect something wrong with your system setup. Might be better to ask on a
BSD list and come back when that issue is solved and the other still remains.
