Actually after looking at the page source on debian.org, FF not Konqy is 
cheating and forcing a font change on charsets that it sees a font does not 
support. Which font are you using in Konqueror? If you install the 
msttcorefonts, and use verdana or one of the other san serif fonts from that 
set for page rendering, you'll see all characters correctly in konqueror.
