It's now called l10n and it's below trunk.
To check out russian only, do:

svn co -N svn://anonsvn.kde.org/home/kde/trunk/l10n/
cd l10n
svn co svn://anonsvn.kde.org/home/kde/trunk/l10n/scripts
svn co svn://anonsvn.kde.org/home/kde/trunk/l10n/ru

Note to others. Replace "ru" in the last line above with whatever your 
language is.
