Absent scroll bar in contacts pick-list

Clicking on the button to the right of "To", "CC", or "BCC" entry boxes brings 
up a list of contacts to select, but there is no scroll bar, only the top 
portion of the list is available.  Should there be a scroll bar?  Is it only 
in my installation that it is missing?  Or am I missing something?
