You can certainly launch items individually. 

kcmshell --list

>From konsole will show you a listing of all the individual modules you can 
launch from the command line. If you wish to provide a desktop icon or 
similar to launch control center options, try the settings:/ url in 
konqueror. You can drag any icon from within this folder to your desktop or 
another folder, and when clicked they'll execute the desired control center 
module.

If you're looking to create a custom settings center, you could for example 
create a folder on the desktop, or on the panel that has the .desktop files 
of your choice dragged from settings:/ and copied there.
