KDE 3.4 taskbar buttons

KDE 3.4 apps do not seem to minimize when they are the active window
and I click on the taskbar button. Does anyone know why this is? It
still works on KDE 3.3 apps running in the same session and with
non-KDE apps running. Is there a new config option for 3.4 apps that I
am missing?
