To be absolutely sure that it's not a problem with user config files, create
a completely new user, and try running KDE with that user. If that still
doesn't work, then I'd guess that your installation of KDE is somehow
borked and suggest that you deinstall KDE (and probably Qt and aRts too,
for good measure), and reinstall them. I'm not familiar with Gentoo to be
able to tell you the preferred way to do that, but I suppose someone round
here can help.
