There are absolutely no plans to put icon zooming back in. The code was very messy and created numerous bugs and usability issues. The new tooltips are distinctive and make much more sense from a usability perspective, as well as not being a cheap rip of another DE's idea :)
I like the new tooltips, but perfect would be the old icon zoom FX, followed by the Tooltip if the mouse hovers a bit longer over the icon (iconzoom on instant, tooltip after 2 seconds delay, or so)
And: If the icon-zoom FX would be optional, and e.g. turned off by default, there wouldn't be any usability issues left with it; Of course, if the code was *that* messy, it would have to be rewritten from scratch, that's probably the main reason not to do it...
