Nope!, sorry, thought konq-plugins was part of the kde-meta ebuild.

Also (prolly the same thing!) I also can't get to teh full properties settings
in a mail folder in kmail. Like for instance to set-up the from e-mail
address when replying to a message in a mailing list stored in a mail folder
in kmail... did I miss this too?? (it was there in beta2, but gone in rc1
and now in release as well)
