You can, but it is also in other *.rc files as well.

IIUC the position of the menu is determined by the code.
If I delete it it reappears again.
Are you sure that it is exactly the same?
Or "increase /decrease font" toolbar icons when browsing the web with konqueror?
Right click on the handle and select from the Icon Size submenu.
