Control Center -> Desktop -> Window Behavior -> Moving

See the item labeled "Placement:".  There is a drop-down list that allows
you to choose how the KDE window manager places newly created windows on
the desktop.  You can choose from:

  * Smart
  * Cascade
  * Random
  * Centered
  * Zero-cornered
