kwrite and UTF-8

When I open UTF-8 encoded text file in kwrite it can't detect the encoding 
correctly thus I see wrong characters in place of national characters. Is it 
a bug in KDE (worth reporting) or misconfiguration of my system?
$ file tmp.txt
tmp.txt: UTF-8 Unicode text
$ rpm -q kdelibs
kdelibs-3.2.3-4 (epoch: 9)
