You can change the default font size from the preferences menu. Unfortunately, 
there is no way to override this per-site. Some sites specify font sizes in 
pixels... which makes fonts unreadable in a lot of 
configurations :-( forums.gentoo.org is one such...

The text zoom you describe above is meant as a temporary means to zoom, not to 
be saved between sessions.
