Some decorations give you another option in the othe tab in the same kcontrol module

Or just use the mouse modifier keys. The documentation on these is tough to find, but holding ALT while clicking the left or right mouse buttons will move (left mouse button) or resize (right mouse button) a window. I use this frequently when OpenOffice.org starts, because it insists on starting about an inch above the top of the screen for some reason.
