After minor flame wars with two developers, I would like to post the current status of this:
Binner claimed to have fixed bug 73361.
Therefore, I have marked that as a duplicate and have gone back to:

I have added an additional test case in comment #13.
I think that after a vehement, but useless, discussion with a developer that I can now even more clearly state the problem.
The check box: "Open links in new tabs instead of new windows" should determine if a mouse button 3 (Middle Mouse Button) click on a link will open in a new window or a new tab. I 100% agree with that behavior.
IMO, the problem occurs only when the link is a user activated pop-up. Such as the button in my test case:

If you have the box checked, a MMB click on the button: "CLICK FOR LARGER VIEW" will open the link in a new tab. If you don't have the box checked, a MMB click will open the link in a pop-up window. This is correct.
The question is what should happen if you click a user activated pop-up link with mouse button 1 (Left Mouse Button). If you do not have the box checked, a LMB click will open the link in a pop-up window. This is correct. However, if you do have the box checked, a LMB click will open the link in a new tab. This does not appear to be correct -- I believe that this is the bug. Why should checking the box that is to set the MMB click on link behavior have any affect on a LMB click?
So, if you want this error fixed, please re vote for bug #73851 since your votes for the bug which Binner said he fixed will not do any good.
