Try running xev and checking whether it sees the keypressing events. If it 
does, there could be something wrong with the keysymbols you've chosen. You 
could try using xmodmap to change them into F13, F14, and so on. (IIRC 
xmodmap -e "keysym whatever_xev_reports = F13")
