  Locate where your 'artswrapper' prog is located, probably under
  ${KDEPREFIX}/bin/artswrapper.  Do a 'locate artswrapper', or a
  'find / -name artswrapper', or a 'which artswrapper'.

  Then run 'chmod +s' on it: 

chmod +s /usr/kde/bin/artswrapper
