Optimization flags

Hello.
I have FreeBSD 4.9
in /etc/make.conf 
CFLAGS= -O -pipe
COPTFLAGS= -O -pipe

kde compiles like this 
cc -DHAVE_CONFIG_H -I. -I. -I../.. -I/usr/local/include -I/usr/X11R6/include   -UQT_NO_ASCII_CAST -DQT_CLEAN_NAMESPACE -pthread -DQT_THREAD_SUPPORT  -I/usr/local/include -I/usr/local/include  -I/usr/X11R6/include -D_GETOPT_H -D_THREAD_SAFE  -DNDEBUG -O2  -O -pipe -march=pentiumpro -c `test -f 'xs_colors.c' || echo './'`xs_colors.c
source='xs_hsv.c' object='xs_hsv.o' libtool=no \

there line
-O2 -O -pipe -march=pentiumpro
for every compilation file

so my CFLAGS override default O2 kde flags?
do i need to recompile kde with O2 flag?
Will KDE work faster?
