That is the global setting in the Control Center:
Appearance & Themes => Colors
and that does work. :-)

You're right. It does change the selected background. My problem was even though I mentioned both text and
background, I was mostly concerned about text color.
Good news, well sort of. This (the white selected text) IS a bug and it IS fixed in KDE-3.2.
