We do this by caching data rates and minimum block sizes in the crtc_state so that they can be re-used for subsequent transactions if the pipe's DDB size isn't changing. - Only use ->active_crtcs when we're sure we're not racing with anything that could update it. - Drop the pstate_for_cstate_plane() helper and describe more clearly in comments how/why the code may need to change in the future if we start supporting multiple pending commits.
