New -testing cycle with cool stuff:...

What exactly is a "testing cycle? Last Intel Xorg driver (e.g. openSUSE 42.1 released in November: xf86-video-intel; Ubuntu 16.04, due out this month: xserver-xorg-video-intel) release was, what, 19 months ago, a perpetual beta (2.99.99?)?

Is the meaning of "cycle" (as opposed to actual dates involved for any particular cycle) any different for drm, Mesa or other components than for the xorg "driver"?
