There was a lot of duplication between the CHV specific code in DP and HDMI encoders. This series moves those to a new file: intel_dpio_phy.c. I don't really know all the details about that code, so couldn't come up with decent names for the new funcions. Perhaps Ville can suggest something better and also what to write for kerneldoc. Note that I only compile-tested this.
