..._get_hw_state, or maybe ..._get_transcoder_state (if we want to
follow the get_ddi_port_state() below).

I guess as a followup we should do the
intel_display_power_get_if_enabled() for the edp transcoder already
before this read. Just need to be careful that we don't grab it twice
then.
