[PATCH 10/18] drm/i915: Functions to support command submission via GuC

To enable GuC command submission / scheduling, we need to setup
firmware initializaion properly. i915.enable_guc_scheduling is
introduced to enable / disable GuC submission.

Issue: VIZ-4884
