This function is only used in intel_lrc.c, so restrict it to that file. One user of intel_logical_ring_begin() that was defined before the function was moved after it (it's less code movement than moving intel_logical_ring_begin() and its dependencies. intel_logical_ring_begin() was also removed from the documentation generation as it's not exposed from its compilation unit anymore.
