I'd define more descriptive names here... How about the following?
#define DIP_AVI_QUANTIZATION_DEFAULT (0 << 2)
#define DIP_AVI_QUANTIZATION_LIMITED (1 << 2)
#define DIP_AVI_QUANTIZATION_FULL (2 << 2)
