Still would vote to encapsulate active_pipes to some other state, which
would be then used by both CDCLK and DBUF states, so that we don't
duplicate same field in semantically different states and thus increase
probability of forgetting to assign it somethere, like we had an issue
with "active_pipe_changes" which would be now eliminated.

Could it be like global_crtc_state->active_pipes? Probably name is
not the best here, just to reflect the idea.

Would be cool to have all subsystems encapsulated into those global
objects, while each is responsible for it's own area.
