[PATCH 1/3] drm/i915/tgl: Introduce initial Tigerlake Workarounds

Inherit workarounds from previous platforms that are still valid for
Tigerlake.

  WaPipelineFlushCoherentLines:tgl (changed register but has same name)
  WaSendPushConstantsFromMMIO:tgl
  WaAllowUMDToModifySamplerMode:tgl
  WaRsForcewakeAddDelayForAck:tgl
