As mentioned upthread, now 1.4.3 since skylake microcode was
potentially implicated in the problem:

New bios doesn't change the microcode:

[    2.390172] microcode: CPU0 sig=0x406e3, pf=0x80, revision=0x8a

And the flicker is still present.
