I had the same problem and was able to help myself indirectly (I somehow
couldn't import directly into personal?!):
Import one or more preconverted ;-) VCF files version 3.0, then move
from "personal address book" to "personal" (the CardDAV connection to
Cyrus), voila.

I found today that when uploading a vCard from Thunderbird 102.4.0
(tested on both Windows and Mac) that the Cyrus HTTPS server is
returning a 403 Forbidden error (and no file is being created in the
filesystem).
I remember this used to work when Thunderbird was older.
On enabling telemetry, I can see that Thunderbird is trying to upload a
vCard with VERSION:4.0 in it, and browsing the source of Cyrus, it
wants only 3.0 vCards, at least on my installation of Cyrus, which is
on 3.0.8.
What version would I need to upgrade to for it to accept 4.0 vCards?
(Or if anyone knows how to coax Thunderbird into sending 3.0 vCards,
that will do too in the short term.)
