It is normal-ish.

It might be useful to look at /etc/security/limits.conf and ulimits in general.

/etc/security/limits.conf is empty (everything is commented out)

/etc/security/limits.d/90-nproc.conf is this

<90-nproc.conf>
# Default limit for number of user's processes to prevent accidental fork bombs.
# See rhbz #432903 for reasoning.

*          soft    nproc     1024
root       soft    nproc     unlimited
</90-nproc.conf>
