Tod, we just finished upgrading several debian servers from 2.4.18 to 2.5.9 and do not see the behavior you are describing.
I will note that debian dependencies did not seem to catch that we needed to upgrade cyrus-admin at the same time as cyrus-imap, so maybe you are still using cyrus-admin 2.3.x?
