You can assign ACLs rights to the 'anyone' user for a folder, which
includes all authenticated users and the anonymous user (if you allow
anonymous connections).

See RFC 4314.

Your email clients may require that a user be subscribed to a folder
to access it. I don't know of a way to do that when a user is created
(outside of writing a script to do it).
