Is the answer to that question "Yes"; sites that do not specify "fulldirhash" or have a "fulldirhash: 0" in their imapd.conf are not affected and do not need to rehash. The correct rehash procedure is to execute - /usr/lib/cyrus-imapd/rehash -v -F /etc/imapd.conf [at least on my boxes "rehash" does not have a manual page; and rehash --help or rehash -? just errors]
