Ah, my bad.

I suppose then it is really an authentication question and not a mailbox
question.  Hrm.... it would be nice to have a reliable and standard way
to determine when the last time user xyz was authenticated; but I'm not
aware of any such thing.

I don't know of a Cyrus way to do it. What we do is use a modified version of pam_mysql to insert a time stamp into the MySQL DB we use for authentication when a user successfully logs in.
