From 2001!  Basically, duplicate suppression is required for sieve vacation
support, otherwise you can get infinite mail loops.

Do be more specific the deliver.db is used to store the informations needed
to prevent loops by redirect and vacation, but the suppression can be
disabled with "duplicatesuppression: 0"
