We have 1,117,961 mailboxes in a murder.  It takes about 1 second
to do LIST "" *  and oddly enough it takes longer, 7 seconds, to do
ctl_mboxlist -d | wc -l

Sorry this doesn't help solve your problem but it proves it should
be a lot faster than that.
