You can grant specific users access to a mailbox.  For example, I login 
with a plain (non-admin) account named 'morgan'.  If I need to view the 
mailbox of 'fred', I use cyradm (or a perl script) to grant user 'morgan' 
rights to the mailbox 'fred'.

After that, my IMAP client shows a new folder tree "Other Users" with a 
subfolder "fred" which is fred's INBOX.

When I'm done, I remove the access and everything goes back to normal.

You really shouldn't login as a Cyrus Admin with a real IMAP client.
