I've always used rsync to initialise the replica since that will
preserve the hard links - so rsync followed by shutdown, rsync
again and remove sync logs, then start it all up.

I run this on the replica to re-instate it.

for d in config data sieve; do
        echo "* Syncing /$d/"
        rsync \
                --verbose \
                --recursive \
                --perms --owner --group --times \
                --links --hard-links \
                --delete \
                --human-readable --human-readable \
                --exclude=.zfs \
                master:$cyrusroot/$d/ $cyrusroot/$d
done
