I want to create a default sieve rule for all new users... I use
web-cyradm to create the users.... It's not working... Any ideas?

If you are creating the INBOX for the users using web-cyradm, then the
autocreate patch is not running in your environment, and
autocreate_sieve_script is not used at all. You should let autocreate
create all the users' inboxes.
