More properly in response to Rich:Basically, the downward benefit trend line finally crossed the upwards risk trend line. Pretty normal risk analysis stuff.
And no, I don't really need a full on root cause analysis of the decision making process. In the end it was information presented, and consensus reached by the IESG.
