Even as a local participant I might appreciate a way to submit things that doesn't have a high bar to participate.

If we only make it as a rule that questions from remote participants can be submitted via notepad instead of live conference chat window, the scaling properties could be more than satisfactory even if 100s of folks join remotely.  And I never have seen any more participants in any WG sessions both in room and remote. 

I am not sure how IETF does streaming under the hood, but as we all know there are a number of ways to architect it globally with regional replications. Do we use any CDN provider already for that ? Would any one volunteer to serve as an additional src for this IETF ?
