The xml2rfc default setting for v3 text output for drafts is to paginate.

There's an option to turn off pagination for drafts.

Text output for RFCs is currently always unpaginated.

During development of the v3 text output it's been very clear, from the
specifications and also when I asked the RFC-Editor if the matter of
pagination had been reconsidered, that pagination of RFCs was not to be
done.

If being able to generate paginated text output for published v3 RFC XML
files is desirable, I'm happy to add a switch to do that.
