I'm interested to see if we can develop a document type that can
reflects a working group's understanding of a certain problem spaces
(like tls settings, cyphers, bgp filters), has received review from
subject matter experts (the working group participants), the WG chairs
and perhaps the AD. If these people agree that something is worthwhile
publishing on the stable URL; why not?

Because it could easily have the extremely undesirable effect of promoting premature deployment.

Also, in a sense we already have a "stable URL" - the I-D name without the version number.   I was of the impression that the tracker would already respond to that, but if not, it's a simple tweak.   In other words, don't point people to the document, point them to the tracker page that shows more context.
