I'm trying to figure out what rights we have to what documents and what rights we might be able to license if we believe it is in the IETF's interests to do so. For the document in question, RFC 768, it appears that the Trust has and can have no rights at all, because it is in the public domain according to the copyright law in effect in the US when it was published in 1980.
