> Sure. As previously noted, LURK did a virtual BOF, although it was non-WG-forming. Recent WGs that I think were chartered without an in-person BOF that I can remember include geojson, justfont, dart, rum, l3sm, eman, l2sm, and emu (reboot of a closed WG).
