Are these 2 different things?

Yes, they are two different things.

We use the term 'OCB' in the text to write at high-level about the OCB mode. For example, searching ' OCB ' (remark spaces surronding OCB) issues high-level text like:
> The OCB operation is stripped off of all existing [blah blah blah]

On another hand, '802.11-OCB' is used in more specific text like:
> A subnet is formed by the external 802.11-OCB interfaces of vehicles

I hope this use of two terms 'OCB' and '802.11-OCB' is not wrong in your reading.
