Oh - finally found it - I thought "under the tools tab" meant one of the things listed when you hover over the tab.
Didn't realize that you meant that it shows up when you click on the tools tab.
It isn't at all obvious as on most sites clicking on the tab either doesn't do anything or just brings you to a page with the list from the pull down menu.
Agree with Scott that a links entry on the tool bar or a links entry in the tools list would be more intuitive.
