+1, plus exceptions for the IPv4-translatable IPv6 address defined in RFC6052. I suggest just provide pointers to those RFCs in rfc4291bis.

Yes, seems like those should be documented too. In fact, perhaps a general exception for IPv6 addresses where the only non-zero bits in the IID are an IPv4 address?
